INDUS Child labour Project

Background and introduction


INDUS Child Labour is a technical co-operation project of the Government of India and the Government of United States of America. ILO is coordinating the project implementation in active partnership with State Governments, District National Child Labour Project(NCLP) Societies and Sarva Shiksha Abhiyan (SSA) Socities.

Strategy of the Project

The overall approach of the project is to create an enabling environment where children will be motivated to enroll in schools, induced to refrain from working, and households will be provided with alternatives in terms of skill up- gradation, micro financing etc., to improve their income levels. It seeks to work with two major programmes of the Government of India the National Child Labour Programme and Sarva Shiksha Abhiyan.   

Unique approach of the Project

The project seeks to develop a comprehensive child labour elimination model for India by offering three relatively new components into elimination of child labour efforts in India. They are strengthening public education as a measure to prevent child labour, providing vocational skills training to adolescents in the age groups of 14-17 years and income generating opportunities to the familes of child labour.

INDUS PROJECT IN TIRUVALLUR THE BEGINNING AND SUBSEQUENT OPERATIONS

Base line survey highlighted the presence of Child Labour in the District.

In addition to the occupations covered in the survey, it was found that two Major Industries in the District- Rice Mills and Bricklins also attracted Child Labour.

Bricklins and Rice mills are seasonal Industries which set on in the month of January and set  off in the month of July every year.

In the beginning of each cycle, Labourers along with their Children are attracted for the Employment in Bricklins and Rice Mills mainly  from 13 Districts in Tamilnadu and Neighbouring State – Andhra Pradesh.

Identification of potential Child Labour is done through NGOs and Community Workers. Children thus identified are included either in regular schools or in TECs.

Seasonal nature of Bricklins and Rice mills Industries also lead to Migration among the TEC students.

Supply of Uniform

As per the G.O, 1047 Sets of Uniforms for the both Boys and Girls are distributed for the year 2005-2006

As per the G.O, 615 Sets of Uniforms for the both Boys and Girls are distributed for the year 2006-2007.

Stitching of Uniforms has been done by SHGs through Tiruvallur District Women Tailoring Co-operative Society, Tiruvallur for the year 2005-2007.

A Five Days Residential Training Programme at Tiruvallur was organized in the month of June19-23, 2005 in Convergence with the SSA Department.


61 Education Instructors were given training on the Preparation of Low Cost Teaching and Learning Material  on 5 Subjects.



  Yoga and Physical Education were taught to the Teachers by Resource Persons.

Teacher-in-Charge of TEC’s maintains a Mainstreamed Register and make visit to Lead School fortnightly.

1394 Transfer Certificates were issued to Migrated Children to help them to get admitted in the Government Schools at their Native Place.

D.O Letters were sent to the respective 13 District Collectors, SPD of Education of Pondicherry and Andhra Pradesh with native address of Migrated Children to ensure the mainstreaming  of the migrated children at their Native Places

2 NGO’s  started up Stay Homes with 22 INDUS Students initially at Ellapuram.

As a Test Study in 2005, 2 NGOs went to the Majorily Migrated Districts – Villupuram and Cuddallur District and studied the enrollment status of the T.C issued Children in the Government Schools near to their residence.

It was found that 83 percent of the children have enrolled in the nearby native district, address was not found properly for the 13 percent  of the Children and 4 percent of them was not found at the address given by the Children.

The above enrolled Children were not turned up this year.  This has been ascertained by TEC Instructors, NGO’s and Bricklin Owners.

The NGOs  are encouraged to follow up with the children after they get Migrated so that they enroll themselves at their Native places.

Two Boys namely P.Vairavel S/o. Mr.Pandiyan of Sivagangai District and V. Arumugam, S/o. Mr. M. Velumayil were identified in the Joint Raid. 

Letters were sent to the individuals for the address mentioned in the Inspector of Factories report.  P.Vairavel didn’t respond for the letter communication and V. Arumugam belongs to Villupuram District is enrolled in the Vocational Training Programme of Repair of Home Appliances and Motor Rewinding from April 2006 as a part of Rehabilitation measure at Swamy Vivekananda ITC, Thiruvalangadu. 

The Principal of the ITC takes care of the Boarding and lodging of the trainee were identified in the Joint Raid.

During the prize distribution to the Winners, a sensitization programme on eradication of Child Labour and an Orientation of INDUS Child Labour Project has been conducted.
